According to Destatis's September 2025 estimate based on the 2024 microcensus, around 13.4 million people in Germany's labour force will have passed the statutory retirement age of 67 by 2039. Nearly a third of the workforce (31% in 2024).
There's already a shortfall of 133,900 STEM workers. Most of them aren't engineers but skilled workers with vocational training: 77,400. In metalworking alone: 26,500.
The nation of engineers is hunting for master craftsmen.

Economists Daron Acemoglu and Pascual Restrepo measured what happens when people run out. Population ageing explains almost 40% of the difference in robot adoption between countries. Automation doesn't go where the people are. It goes where they're missing.
The hype says AI will replace people. Not in manufacturing. For three reasons.
First: the physical world doesn't move at the speed of code. Back in 1988, roboticist Hans Moravec noticed it's easier to teach a computer to play checkers than to give it the skills of a one-year-old. So hands-on skills aren't disappearing with AI. They're becoming the new elite.
So hands-on skills aren't disappearing with AI. They're becoming the new elite.
Second: manufacturing is deterministic, AI is stochastic. A machine isn't allowed to guess. From 20 January 2027, the EU Machinery Regulation requires a conformity assessment involving a notified body for safety components whose fully or partially self-evolving behaviour uses machine learning to ensure safety functions. This requirement does not apply to every machine using AI.
Third: AI doesn't go to jail if it pollutes the local river. Air Canada disputed responsibility for its chatbot's incorrect answer. The tribunal said Air Canada's argument, in effect, treated the chatbot as a separate legal entity. The tribunal ruled the chatbot was just part of the airline's website. The airline paid.
But the skills shortage isn't going anywhere. And that's where AI finds its real job: taking repetitive, uncreative tasks off people's plates. That's how it closes the gap and lifts the whole industry to a higher level of productivity.
AI won't take work from those who are here. It will do the work of those who aren't.
